Christopher Jones comments: Alberto is correct of course, but I would like to take this onto its logical, and deadly conclusion. The Taliban was always supported by Pakistan, and in particular by its military particularly in the days of the Soviet client state in Kabul. In fact, it is fairly well known that the Taliban offered the Americans to hand OBL over before the 9/11 attacks, an offer which was rebuffed. After the attacks, the Americans conveniently covered this tidbit up, as to cover up their own incompetence. Regarding Pakistan as an ally of the US, it is indeed curious in light of the Pakstani nuclear bomb and its missle program. While the US huffs and puffs about the Iranian nuclear facility, it is very quiet about the Pakistani nuclear weapons program -- in a country that has supported the Taliban and is the probable home for OBL. Being a US ally has distinct advantages if you are a military dictator.

The width of the Pacific implies estrangement. Estrangement implies fear. Therefore, if you speak of width among Nations, you imply fear and, in Nature, the smell of fear unleashes aggression, often in anticipation.

Many think that a strategic triangle between Europe, the USA and China would make the World ends meet. You have to believe in human touch (many get excited while looking at the war dance of the Mahori, often performed by the New Zealand rugby teams, but they should look at the Mahori cheering ritual, too, used at visiting their relatives, in the Pacific Islands). Maybe then you´d feel a sudden fulfilment for making part of Mankind.

But big Powers don´t believe in Magic. They take either prudent or daring moves. And, in this gulf between Magic and Prudence, nations may become outdated and replaceable by corporation allegiance or States turn into incorporated power. Prudence will wall in its treasures. Magic will jump over the wall as a dragon of fire, in the night. But, at dawn, one will have to choose between Fragmentation and Globalization and follow a leading Power.

Unfortunately, when night falls again, fragmentation will frame itself into nationalism, trans-national tribalism, terrorism. Then, in order to cope with it, the leading Power won´t have any other choice than articulating the world Order as Imperialism, in words or in deeds. The old labels will remain, as the UN and the OSCE, but new or renewed ones may overlap in attrition, as NATO and the Shanghai Seven.

Inferring that changes happen, so that everything may basically remain the same, could be satisfactory for those seeking satisfaction at all costs. But every moment is a step into the unknown. After all, “Novelty” comes from “Novum” in Latin, which meant the ultimate, the latter in a still ongoing series. At this point, some say that finally, the result depends on the auspicious signs of a bare Optimism. These “propitiators of luck” tend to forget the power of second-thoughts or of unintended consequences.

Look at Iran, for example, from Europe and from the USA. If President Ahmadinejad gets the upper hand in a complex constitutional system and builds nuclear weapons, the USA may kick down the table, again, over the Europeans…and over the Iranians.

As long as the oil demand is getting amber all over the world, the USA won´t relinquish of their strategic duty in controlling the Middle-East, whereas the Shanghai Cooperation Initiative will try to balance the spot to Asia, with a view to the Pacific. Japan will worry. Somewhere half-way, the Muslim World, which has its centre in the Middle East, seems to be strategically left on its own. Even if it will keep the West busy, more and more soldiers without an army will look for battles everywhere, also in Asia. One may soon stop calling them Terrorists when they´ll outnumber Divisions and Armies.

The “Caliphate” of Islam which is as unpredictable as it is imaginary has no consistency to be one of the poles. What about Europe? Between two poles, from a continental Asia to a Maritime West, what is needed is not a pole but a space. The image of a Triangle just mirrors this ancient endeavour.

“3” is the first natural number which is indivisible. The Greek Pythagoreans, who worshiped and studied the right-angled Triangle, found out that one has to “square” the two sides and add one to the other in order to equal the square of the hypotenuse, which is a stretched line between some point in space and any edge of a straight line. There will be no hypotenuse, neither between Europe and China, nor between Europe and the USA, similar to the existing line between Europe and the USA (or the USA and China) unless Europe may duplicate, triplicate and quadruplicate that stretch. That is the squaring Europe needs.

Europe should be taken not as a pole but as a “clearing area” of polarization. Without backing down, Europe has been able to lead different policies at the same time, of smoothly changing them, sometimes suddenly, according to the view of different European Constituencies. Maybe America will have to follow and accept too all its Americas, from Chile to Canada. And China will have to do more than duplicate with Russia. At that point, we´ll have not only a Triangle but also a Theorem.

Samuel Huntington´s invented the “Caliphate” of Islam which doesn´t square a space stretching from Chechnya to Indonesia, from downtown New York to Algeria. It is just a sketchy line.

Are we afraid of squaring the circle? Since ages, Geometers invented many mechanisms to do it and the hope of achieving an elegant way hasn´t faded. Maybe the Triangle was just the stepping stone. Maybe it is just a question of perception, and the diameter of a circle is just the hypotenuse which keeps the secret of a “squarable” round area.

Thus, Europe has to follow a circular, pendulum trajectory, sometimes defining a straight line with the USA, opposite to China, other times with China, opposite to the USA. The line with the USA will always be shorter but the angle will remain right. At any time, Europe will be the only one stretching as a hypotenuse, either to the USA or to China. And this hypotenuse will be the only one in the world deserving to be called the square root of a number which equals the areas of interest USA/Europe and USA/China, both summed up.

Only a multi-national and diverse “square”, such as Europe, which hardly occupies a Continent, will be able to mirror to each of the Pacific poles how multifaceted, their own magnetisms and how variable, their meridians, may be. Europe is the only house of mirrors able to square up all of them.

America may be an historical hope fulfilled and China the fulfilment of History itself. But Europe remains the veranda of hope, from which many Asians had to step down, to become one day, on foot or by sailing, Americans.

Portugal To Get World's First Commercial Wave Farm
Oslo - A Scottish company will deploy sausage-shaped tubes off Portugal to create the world's first commercial wave power plant, providing electricity to 1,500 homes from 2006, a partner in the Scottish firm said on Friday. Ocean Power Delivery (OPD) will build the wave farm about five kilometers (3.1 miles) off Portugal's northern coast, near Povoa de Varzim, OPD's Norwegian backer Norsk Hydro said. OPD will deliver three wave power generation units with capacity of 2.25 megawatts to Portuguese renewable energy group Enersis for 8 million euros ($10.12 million), but the project could be expanded significantly, Norsk Hydro said.
OPD's Pelamis P-750 wage energy converter is an elongated metal unit that looks like a big semi-submerged sausage, with hinged segments that rock with the sea, up and down and side to side, pumping fluid to hydraulic motors that drive generators. The power produced by the generators is fed into underwater cables and brought to land where it enters the power grid. A 120-meter (394-foot) long prototype has been tested since February 2004 in the Orkney Islands. Norsk Hydro, the energy and aluminum group, owns 16% of OPD. Get Ready for World War III, por Paul Craig Roberts

"With every poll showing majorities of Americans both fed up with Bush's war against Iraq and convinced that Bush's invasion of Iraq has made Americans less safe, the White House moron proposes to start another war by attacking Iran. VP Cheney has already ordered the U.S. Strategic Command to come up with plans to strike Iran with tactical nuclear weapons.

Bush refuses to meet with Cindy Sheehan, instead using his vacation time at the Crawford ranch to talk war with Israeli television. In a recent interview with Israeli TV, Bush said "All options are on the table" with regard to Iran.

Likudnik Israel is Bush's last remaining ally, or egger-on, in his war against "Islamic terrorism." Israel, which is loaded with nuclear weapons and is not a signatory to the nuclear pacts, is the accuser against Iran, asserting that Iran's nuclear energy program is just a veil behind which to produce weapons. Israel's Likud Party fears that Iranian weapons would be a check to its plans to complete the dispossession of the Palestinians and further expand Israel's borders.

Iran has signed the nonproliferation pact and is willing for the International Atomic Energy Agency to monitor the nuclear energy program.

Bush, however, dismisses all facts and assurances and is willing to attack Iran based on nothing but Israel's paranoia.

Bush can ignore the American public, because the Democrats, like the Tory Party in the UK, have completely collapsed as an opposition party. The Republican Party is now increasingly referred to as the Republikud Party.

The only check on Bush is the lack of U.S. troops. Bogged down in the Iraqi quagmire, U.S. commanders are stating that a third rotation of our exhausted and demoralized troops in Iraq can be avoided only by troop withdrawals by next spring.

However, on Aug. 11, Bush nixed the military's talk of reducing U.S. troops in Iraq. The next day, the commander of U.S. logistics in Iraq announced that the number of insurgent attacks on US forces along supply routes has doubled in the last year, making it clear that far from winning, the U.S. is not even holding its own.

Cindy Sheehan has the right question for Bush: What noble cause is being served by all this suffering and destruction?

Bush is in hiding from Mrs. Sheehan, because he knows only ignoble causes are being served. According to the CIA, the main beneficiary of the war is Osama bin Laden's recruitment drives. While America's military recruitment falters and U.S. generals announce that the war has broken the Reserves and National Guard, the cause of Islamic extremism basks in the Iraqi war.

Gentle reader, do you realize the danger of having a president so disconnected from reality that he plots to attack Iran – a country three times the size of Iraq – when he lacks sufficient forces to occupy Baghdad and to protect the road from Baghdad to the airport?

Despite all the high profile "sweeps" of U.S. forces through insurgent strongholds, U.S. commanders report a doubling of insurgent attacks.

The Bush administration is insane. If the American people do not decapitate it by demanding Bush's impeachment, the Bush administration will bring about Armageddon. This may please some Christian evangelicals conned by Rapture predictions, but World War III will please no one else. "

Ronald Hilton e Robert Whealey chamam a atenção para o precedente da República de Weimar: os israelitas extremistas estão a desafiar o governo de Israel.

"As a 9-year old I saw with my own eyes the collapse of the German republic that came into being after World War I. Some months after its breakdown, we fled Germany and thus our lives were saved. How could such a thing happen? How could a gang of thugs with an inhuman ideology take over a state that, in its time, was perhaps the most cultured country in the world? Can it happen here in Israel? Today, there is no escape from the terrible answer: Yes, it can happen here. If we behave like the people of Weimar, we shall suffer the same fate as the people of Weimar.

Generally, the taboo on references to Nazi Germany was observed. Not any more. In their fight against the "rotten" Israeli democracy, the settlers have adopted the Holocaust symbols. They are ostentatiously wearing the Yellow Star that was imposed by the Nazis on the Jews before their extermination, only substituting orange for yellow. They inscribe their forearm with their identity number, like the numbers the Nazis tattooed on the Auschwitz prisoners. They call the government the"Judenrat", after the Jewish councils appointed by the Nazis in the ghettoes, and liken the evacuation of the settlers from Gush Katif to the deportation of the Jews to the death camps. All this live on television. So, there is no reason anymore for not calling the spade a spade: a large fascist camp is now threatening Israeli democracy.
What happened last week in Israel is the beginning of an attempt to overturn by force the democratic system itself. Confronting Israeli democracy now is the hard core of the settlers, which practically all the settlers accept as their spokesmen.

What is this ideology? It was proclaimed loudly, again and again, by the central spokesmen of the movement: God gave us this country. All the land and its fruits belong to us. Anybody who gives away even one square meter of it to foreigners (meaning the Arabs, who have been living here for many generations) is violating the commandments of the Torah. The Torah is binding. All government decisions, Knesset laws and court judgments are null and void if they contravene the word of God, as conveyed to us by the rabbis who stand above the cabinet ministers, the Knesset members, the Supreme Court judges and the army commanders. Like in
Khomeini's fundamentalist Iran.

A large part of this camp openly adheres to the teachings of Meir Kahane, whose face was displayed everywhere by marching settlers on their shirts, flags and posters. Kahane publicly preached what many of the settlers, and perhaps most of them, say in private: that God not only promised us this country, but also commanded us (in the book of Joshua) to eradicate the non-Jewish inhabitants.
One of the leaders of the march, Tsviki Bar-Hai, declared on TV: "The struggle is about the character of the state." Ninety-nine percent of the many thousands seen on TV this week wore kippas, and many of them had beards and peyoth. The women wore long skirts and had their hair covered. All of them are "born-again Jews" or belong to the "national-religious" camp - a nationalist-messianic sect that believes that it is paving the way for "redemption". It must be clearly understood: in Israel, the Jewish religion has undergone a mutation that has completely changed its face.

Wolfowitz, o mau aluno de Leo Strauss


Continuo a pôr em dia coisas atrasadas. Agora que tenho uma tese sobre Leo Strauss para observar, vou aos apontamentos de há um ano.
Foi um jornalista do New York Times - James Atlas – que num artigo de 2003 -lançou uma genealogia intelectual que entrou na moda: as conexões entre Leo Strauss e um numeroso grupo de neo-conservadores - governantes, jornalistas, e intelectuais - considerados Straussianos. É uma mistificação que assenta numa daquelas falácias do jornalismo: pars pro toto. Alguns dos conservadores foram alunos de Leo Strauss, mas na realidade foram maus alunos. O mestre deve “chumbá-los” além túmulo. Mas isso não é consolação para os mortos provocados por neoconservadores.
O centro da doutrina de Leo Strauss é a defesa da lei (ou direito) natural como regra universal dos comportamentos humanos. A lei natural não cai do céu – por isso é lei – nem é inventada em absoluto pelas mentes humanas – por isso é natural. Os clássicos como Platão e Aristóteles demonstraram isto em Atenas. No séc. XX, defender o direito natural significa demonstrar que, sendo as ciências sociais axiologicamente neutras, não indicam políticas públicas; se predominar o neo-positivismo ( ou o tecnocrata) e só se aceitarem verdades científicas( dos economistas, dos engenheiros, dos químicos), corre-se o risco de entregar a vida política à ética subjectiva ou à falta de ética, se não houver ética da responsabilidade ( Max Weber). O inimigo absoluto do direito natural na modernidade, segundo Strauss chama-se “historicismo”. Os seus três máximos representantes são Maquiavel ( e o maquiavelismo) Hegel ( e o estatismo) e Nietzsche ( e os “tribalismos”). Hitler é um exemplo de como se juntam três coisas más numa só, a “trindade invertida”. No essencial, Strauss considerou que a filosofia política tem um ensinamento permanente (chamava-lhe esotérico) que tem de ser defendido contra os governantes de momento. Por isso é essencial o trabalho de interpretação. Dar opiniões é como respirar. Fornecer argumentos, custa. É essa a diferença entre os maus e os bons alunos e os seus professores.
Ao contrário da direita europeia, a direita americana até aos anos 60 não tinha lugar para intelectuais. O partido republicano era o partido do negócio, anti-intelectual e xenófobo. Filósofo político neo-clássico e pensador original que ensinou na Universidade de Chicago desde 1949 até 1967, Leo Strauss viu passarem por lá muitas figuras dos actuais neo-conservadores, alguns os quais transitaram da "esquerda" americana, liberal, ou do trotskismo opara a actual direita.
Só um exemplo. Paul D. Wolfowitz, doutorado em 72, em ciência política, estudou em Chicago e tem tese sobre "A proliferação nuclear no Medio Oriente". Serviu depois em vários postos no Estado, nomeadamente embaixador dos EUA na Indonésia nos anos 80. Muito mais marcante para ele foi o matemático e estratega Albert Wohlstetter, teórico da “guerra nuclear gradual” uma espécie de Dr. Strangelove. Mais fica para depois.

A currency of Two Oceans
In the Atlantic, one tends to see things North-South or South-North. In the Pacific one tends to see things centre-periphery or periphery-centre. In the Atlantic there is a line with a beginning and an end, either to follow or to deviate from, whereas in the Pacific, things spin around the centre in a recurrent way or they just surface in an area where one hardly finds the centre.
The Pacific Ocean is a renewed American vocation. It has its long-standing enthusiasts as well as its sceptics. But when the Pacific floods American policy, Americans tend to think that they can stay afloat and prevail. If there is something which is common to all American pragmatisms that is the American man and the image that the latter makes of his capabilities, whatever the tides, over the seven seas.
In the Atlantic, there was this attempt of a par of exchange between two currencies, the US dollar (on which the international monetary system has been based) and the Euro. It didn´t work because the market rules underpinning the Euro-zone fell short of its inherent political ambitions.
In the Pacific there was a rebalance between the Yuan and the US dollar. The trick of re-evaluating the Yuan on some conditions has its precedents such as the “monetary serpent” of the late European Economic Community.
A currency, as the name suggests, has to do with some dimension of Economics where fluxes and perceptions come first. In a perfect world there was this prescription signed by Milton Friedman, the k-factor, which basically consisted in expanding the money supply in a moderate and steady way, both a generic and a tonic against exogenous factors, such as wars or oil-shocks.
If Americans benefited of cheap loans, contracted in Chinese currency but thanks to the US dollars reserves in China that means – at the scale of a Pacific Community – the money supply was increasing so fast as the Chinese economy was growing. Besides the dumping caused of Chinese products, stocked in the Wall-mart type stores, both calculations and projections, were being made in cheap Yuan units. That meant too that many Americans were doing their calculations according to the perceived patterns of a low-cost Chinese Economy.
And, here, we have a problem. If a currency is not just like any other commodity, it still has many characteristics of a commodity. And the USA couldn´t indulge in calculating its immediate future, in terms of a commodity whose value was being dictated by Beijing. It would be like pegging one Nation´s Economy to another Nation whose pace of growth is not being coped with by its own authorities.
Americans are nationalists now and then, even when they are not protectionists. This translates into the fact that the US-Chinese Economic and Security Revision Commission, in the Congress, which was inaugurated as the House of Partnership, became the Chamber of Surveillance of a “Strategic Competitor”, as President Bush called China during the electoral campaign of 2001.
The morality of cooperation means, above all, a hierarchy of values according to which, the results of a successful experimentalism are finally given an order. Thus, an American order of values would never allow its Nation to be caught in the whirlpool of the Pacific where the centre hasn’t been defined yet. That was what the re-evaluation of the Yuan was all about: in the set of a re-evaluated Yuan (which means more US dollars for each Yuan) and a relatively under-evaluated US dollar (which means less Yuan for each US dollar) the money supply has shrunk or reduced its expansion.
In the meantime, the price of money was decreased in the British Pound area, by cutting the interest rates and closing in the European ones, while the US Federal Reserve is doing the same, but in the opposite sense, by slightly increasing them.
So, money is neither getting cheaper nor becoming more expanded around the world. It is just attuning by the same token, narrowing down the discrepancies among the different markets, this implying that there is no perfect world but only one to be perfected.
It was said time and again, that the bare increase of the money supply, especially in a monopoly situation, overlooks the influence of many endogenous factors (as representations that people do based on the behaviour of a specific currency and the relative positions of money supplies, in their own wallets).
The problem is not the Chinese monopoly over the Yuan since any currency depends on some degree of national monopoly. The real problem is the strength of Chinese Economy, one that won’t stop surprising the world, despite having now to contemplate the perspective of selling its manufactures, at a less competitive price, abroad. Chinese products will remain alternative but they will hardly show transparency enough in western markets so as to join the mainstream of its competitors. That’s why the bid for labels, as Maytag, UNOCAL or Rover by Chinese Firms is certainly not going to be as fortunate as in the case of IBM.
In conclusion, the situation is not similar to the re-evaluation of the Russian rouble in the eighties, due to the very different dynamics of the private sector in China. Notwithstanding the differences, it will remain another stumbling stone on the way taken by Beijing to direct Chinese economy.
That being said, it is no surprise that the much contended US Ambassador to the UN, John Bolton, coincided with his Chinese colleague, Guangya Wang, in scheduling their rejection of the bid of Brazil, Germany, India and Japan for a permanent seat in the Security Council.
The recent surveys don´t take for granted that Chancellor Schroeder, as the ultimate left leader in Germany, will lose the upcoming general elections, which he, himself, engaged. So, he risks staying a pivot of European Politics.
After all, both Washington and Beijing prefer to keep the old UN chessboard stable. China has enough variables in its set of pawns and the US don’t know anymore whose pawn is their own.

Sus aportaciones recorren el campo de la ética —donde fundamenta los derechos naturales en la argumentación habermasiana— , de la epistemología —sistematizando la metodología de la economía, equiparándola con la geometría, las matemáticas u otras ciencias a priori— y, cómo no, en la economía —refutando el concepto de bienes públicos y perfeccionando la crítica austriaca a la imposibilidad material del socialismo—.

Ahora bien, quizá su teoría más controvertida y estudiada haya sido el análisis de la monarquía y de la democracia, contenido en su obra 'Democracy: The God that Failed'. Durante sus conferencias en España del pasado mes de abril, el profesor Hoppe aprovechó para presentar la edición española de su libro con el título 'Monarquia, Democracia Y Orden Natural. Una Vision Austriaca De La Era Americana'.

El libro es, en realidad, una recopilación de artículos y charlas que Hoppe ha venido dando durante los últimos años. Su objetivo no es sólo reinterpretar la historia moderna, mostrando como el paso de la monarquía a la democracia supone, en realidad, una involución histórica, sino también defender el orden natural anarco-capitalista; esto es, ausencia de Estado y primacía del derecho a la propiedad privada.

Para Hoppe el Estado es un monopolio territorial de decisión última que actúa mediante su aparato coactivo sobre los habitantes de dicho territorio. Y en este sentido, el régimen de propiedad que se detente sobre semejante aparato condicionará el grado de su calamidad. Así, la monarquía absoluta representa, generalmente, una propiedad privada sobre el Estado, con lo que las actuaciones del Rey tendrán un horizonte temporal a muy largo plazo, evitando dilapidar su patrimonio. La democracia, en cambio, supone una propiedad pública del aparato de compulsión, con lo cual, existirán incentivos para transformar el patrimonio nacional en liquidez —mediante la recaudación fiscal—, en aumentar la oferta dineraria o en contraer unas deudas que pagarán futuros gobiernos.

De alguna manera, los miembros de cualquier gobierno democrático, dada su efímera permanencia, intentan obtener beneficios demagógicos a muy corto plazo, despreciando las consecuencias de sus irresponsables acciones que tendrán que afrontar ulteriores gobiernos. Esto es claro, como ya hemos comentado, en el caso de la deuda pública. Un gobierno puede decidir endeudarnos ya que no será él quien deba afrontar su devolución y las consecuencias de su funesta actuación las padecerán otros gobernantes.

Contrariamente, el monarca absoluto puede, desde luego, contraer deuda pública, pero será una deuda frente a la que tendrá que responder él o sus sucesores. Los datos resultan elocuentes: rara vez la deuda pública alcanzó en las monarquías el 5% del PIB, mientras que hoy suelen posicionarse alrededor del 50% (y en algunos casos como Japón alcanza el 160%).

También resulta interesante el análisis Hoppeano de la I Guerra Mundial como el punto y final de la época monárquica, cuyos efectos más tenebrosos fueron la dominación fascista y comunista de medio mundo. Hoppe asegura que el conflicto bélico trocó de una disputa territorial a un conflicto ideológico tras la intervención de los EEUU en lo que considera una "Guerra Civil Europea". La guerra ideológica desembocó en una guerra total, las economías nacionales se cerraron y se militarizaron, en una suerte de socialismo de guerra y el caos soviético tras la abdicación del zar alzó a Lenin, tras el golpe de Estado, con el poder absoluto. Tanto el 'kaiser' alemán como el Emperador austro-húngaro (Estado desmembrado y humillado tras la I Guerra Mundial) hubieran frenado el avance fascista y nacional-socialista surgido al socaire de la amenaza comunista; pero las débiles repúblicas creadas por el intervencionista Wilson no resultaron suficientemente robustas para ello. La 'Pax Americana' es, en opinión de Hoppe, uno de los mayores fiascos de la historia.

Aún así, el autor defiende únicamente la el sistema monárquico como un mal menor. Se declara un fanático anarco-capitalista cuya ambición última es derrumbar el Estado; precisamente a esto, a explicar cómo funcionaría una sociedad sin Estado ni injerencias en la propiedad privada dedica otra parte de su obra.

Así pues, en un mismo volumen se analizan cuestiones tan polémicas como la involución democrática, el derecho a la secesión, la restricción de la inmigración, la necesaria alianza con los conservadores, la defensa de lo que él denomina orden natural, la producción privada de defensa, y la estrategia para acabar con el Estado ante la imposibilidad de limitarlo. Un libro muy polémico, con alguna carencia importante, pero, desde luego, de imprescindible lectura.

"Pedi a palavra para dar um breve esclarecimento ao Sr. Deputado Salgado Zenha, visto que fui por ele mencionado há alguns momentos.
O Sr. Deputado Salgado Zenha fez uma observação em que, de certo modo, deixou a ideia de que nós, Partido Popular Monárquico, seríamos parlamentaristas por um certo oportunismo.
Gostaria de esclarecer, embora pense que o Sr. Deputado não precisa deste esclarecimento, que somos parlamentaristas por razões de coerência desde a primeira hora e desde as primeiras bases do nosso programa.
Sempre pensámos que a representação parlamentar é a mais genuína, pois é aquela que assegura de uma forma matemática as várias correntes que se digladiam num determinado país ou Estado. Portanto, é possível dosear essas forças de uma forma que mais ou menos corresponde às tendências do eleitorado.
Este é um facto que não acontece em relação ao chefe do Estado. As últimas eleições demonstram-no pois o próprio chefe de Estado eleito não corresponde à vontade das forças que o elegeram, como se pode verificar pela intervenção agora produzida pelo Sr. Deputado Vital Moreira, afirmando que este não é o chefe de Estado do PCP, pois o PCP viu-se forçado a dar-lhe o seu apoio.
Assim, por coerência com o nosso programa e com as nossas ideias, entendemos que o regime político ideal para a Europa livre, como é aquela a que Portugal pretende pertencer, é o sistema parlamentarista.
Ora, nós não mudámos em nada quanto a estas nossas convicções pelo facto de a eleição presidencial ter tido este resultado, visto que já anteriormente assim pensámos, aliás como o Sr. Deputado Salgado Zenha sabe."

A chefia do Estado, em república, negando àquele cargo a independência, o desinteresse político, o apartidarismo, a altura, enfim, que deveria ter, acarreta, paralelamente, a tentação dos sonhos de poder pessoal (que sempre encontram seguidores entre os oportunistas e os que desprezam o sufrágio e o regime partidário, a tentação messiânica dos que pretendem descobrir ou impor entendimentos que não saiem do livre evoluir das forças democráticas, ou obter desses entendimentos dividendos políticos que o sufrágio lhes não daria, a tentação, enfim, de exercer poderes dificilmente fiscalizáveis ou praticamente infiscalizáveis.
(...)Tememos pois que as características próprias do sistema republicano de chefia do Estado, aliadas às características pessoais do Presidente e às ambições e propósitos de muita gente, venham a médio prazo a pôr gravemente em causa o sistema institucional que as forças democráticas defendem. A Ruptura no Sindicalismo Americano, por Jude Wanniski



A ruptura AFL-CIO confirma o declínio do sindicalismo nos últimos trinta anos. Nos EUA representaram 1/3 da força de trabalho, hoje só 8%. E digo isto porque lá no fundo "sou sindicalista", pelo menos no coração. Nunca me tendo tornado "anti-sindicato," pude ver porque os sindicatos foram marginalizadas pela evolução da economia. Embora me considerem hoje um homem de Wall Street, um economista supply-side e um republicano de Reagan, nasci numa família de sindicalistas . Meu pai e ambos os avôs eram mineiros de carvão em Minersville, Pa., e eu trabalhei com eles. A minha dissertação de mestrado na UCLA em 1959 foi sobre a greve geral de S. Francisco de 1934. Foi um belo evento, inspirando todos os trabalhadores. Os sindicatos queriam melhores "salários, horas e condições de funcionamento."
O sindicalismo americano começa em 1869 e prosperou durante um século desde a fundação da American Federation of Labor (AFL) em 1886. Houve aumentos na formação de capital e na produtividade e todos ganharam em partilhar esses ganhos. O Partido Republicano alinhou com os interesses do negócio e o Partido democrático com o trabalho organizado. O sistema funcionou.
Este equilíbrio terminou quando em 1971 Nixon tirou o dólar do padrão de ouro de Bretton Woods. A inflação fez que a economia de EUA párasse de crescer. O PNB crescia, mas sem ganhos da produtividade para dividir entre a gestão e o trabalho. Paul Hoffmeister diz que com o ajustamento da deflação, a economia dos EUA cresceu uma média de 4% anualmente entre 1945 e 1971, mas apenas 0.3% ao ano desde então.
Ao longo dos anos, tentei explicar tudo isto aos economistas da AFL. Tinha sucesso aos almoços mas eles não se separavam do New Deal. E a coligação Sindicalismo-New Deal não rompia com a economia da procura, de Keynes e dos monetaristas. Em consequência, era uma política de soma-zero.
A idéia do salário mínimo federal, desde 1993, era que não havia empregos suficientes e os jovens estavam dispostos a trabalhar por salários mais baratos do que os apoiados pelos Sindicatos. Os Grandes Empresários apoiam porque as suas empresas pagam salários mais altos que o mínimo, não se importando que a competição pague pior. É um jogo de soma-zero.
O mesmo vale para a desvalorização da moeda por um problema do trabalho. Em 1971, disseram a Nixon que com o dólar mais barato compraríamos menos aos japoneses e o Japão compraria mais aos americanos. Necessitaríamos mais trabalhadores para produzir os bens extra da exportação e da substituição da importação. É uma idéia estúpida para qualquer economista clássico, porque desfavorecemos os termos de comércio dos americanos. Mas o Keynesianos e os Monetaristas, pensam assim, e os sindicalismtas também.
A AFL-CIO gasta o dinheiro em lutas políticas para ajudar eleger democratas. As uniões agora em ruptura- UIE e Teamsters – dedicam-se a recrutar membros novos. Mas é impossível inverter o declínio dos sindicatos que não servem os interesses dos trabalhadores.
Os trabalhadores não necessitam de um PNB maior; isso esconde muitas ineficiências económicas. Os dois milhões de homens nas prisões federais e estatais, na maior parte de minorias, não recorreriam ao crime se a economia tivesse um crescimento real nas três décadas passadas.
Nesse sentido, a ruptura da AFL-CIO pode ser uma coisa boa para o trabalho e para a economia dos EUA, se um ou mais dos sindicatos libertos - talvez o Teamsters - romper com as idéias económicas obsoletas do partido democrático. Eu espero que sim. Gostaria mesmo de ver aumentos grandes na produtividade nacional, e o sindicalismo chamado outra vez pelos trabalhadores para negociar os ganhos da produção.

Paul Ricoeur e os gatos fedorentos

Tendo deixado passar em branco no passado 21 de Maio, a morte de Paul Ricoeur, aos 92 anos de idade, recolho os meus apontamentos sobre ele. Ricoeur deixa mais que uma filosofia; deixa uma militância. O então (antes do NON) primeiro ministro francês, Jean-Pierre Raffarin, lamentou mais "que a perda de um filósofo". "A tradição humanista europeia chora a morte de um dos seus porta-vozes de maior talento".
Embora não fosse politólogo e menos ainda analista de temas internacionais, Paul Ricoeur tratou a questão pública de modo muito diferente do voluntarismo dos intelectuais; estes tomam posição a propósito de qualquer assunto, mesmo dos que não entendem; sobretudo do que não entendem, segundo Hegel, na Fenomenologia do Espírito. Ricoeur intervinha quando sabia o que se passava.
Associado à revista Esprit, fundada por Emmanuel Mounier em 1932, respondeu à crise da democracia liberal com a alternativa cristã aos desafios do fascismo e do comunismo. Quando Mounier morreu prematuramente em 1950, Ricoeur elogiou o personalismo num belo estudo. Paul Ricoeur produziu óptimas conferências e artigos sobre o significado do Evangelho na compreensão da política. Alertava sempre para a importância dos modernos estudos bíblicos que ajudam a contextualizar as fontes antigas e evitam as posições reaccionárias e atitudes fundamentalistas. Na sua Filosofia da Vontade enfrentou as questões políticas puras: Estado, Economia, Direito.
Em época de desencanto político, Ricoeur foi muito firme num ponto: a condenação da política como corrupta é enganadora, malevolente e infame. A política só é fonte de males devido ao lugar proeminente que ocupa na vida pública, e não por qualquer defeito intrínseco da politização. A política original é fonte de libertação, como sempre lenmbra José Adelino Maltez. A denúncia sistemática da política é a morte da cidadania. A tentação gato fedorento dos intelectuais europeus (ou será a tentação intelectual dos gatos fedorentos?) é demasiado fácil; os programas europeus de contra-informação acabam por ser o "ópio dos revoltados" que o sistema até fornece nas televisões públicas. Não é por acaso, certamente.
Com Ricouer, portanto, militar é preciso. Informadamente.

"Após o 25 de Abril, os partidos monárquicos nasceram de clandestinidade. Tratava-se de um conflituosa época de transformações que exigia a presença monárquica na cena política, portuguesa. Alguns dos seus membros dissolveram-se nos quadros de grandes formações partidárias, abdicando ou não das suas convicções mais íntimas.
Embora a ideia monárquica seja por natureza transpartidária, a delicada situação política de então exigia a criação de um partido monárquico moderno, adaptado às exigências so¬ciais de um regime democrático, evitando desta modo a dissolução e o colapso completo da causa monárquica. Por mais polémica que aparente ser a decisão de criar um "partido monárquico" adaptado a um enquadramento político republicano, é bom relembrar que tal decisão se tornava imperativa no quadro de uma atmosfera social em que intervenção político-social era sinónimo de organização partidária. O Partido Popular Monárquico preencheu este requisito; produziu por um lado, a ambição de um partido democrático, socialmente empenhado, sem contudo deixar de reconhecer e lutar por um ideal trans-partidário, que a natureza da causa monárquica reclama."

Porquê o Brasil não foi um "espelho quebrado"?



RICARDO VÉLEZ RODRÍGUEZ escreveu recente artigo a destacar sobre UM PRECURSOR DO PENSAMENTO ESTRATÉGICO LUSO-BRASILEIRO: SILVESTRE PINHEIRO FERREIRA (1769-1846)
“Silvestre Pinheiro Ferreira foi quem pensou as instituições brasileiras, surgidas da confusão criada pela vinda da família real portuguesa ao Brasil, logo no final da primeira década do século XIX. Esse processo de nascimento de uma nova nacionalidade culminaria com a independência da colônia brasileira em face da metrópole portuguesa.
O processo de libertação em relação à Metrópole não significou, no caso brasileiro, esfacelamento da unidade do novo País-Continente, levando em consideração que a nossa Independência consolidou-se de dentro do Estado para fora, ao contrário do que aconteceu no universo hispano-americano, pulverizado em inúmeras guerras civis que terminaram retalhando o imenso Império Espanhol na América, sem que conseguisse ser criado oportunamente um pólo de unidade. A própria Monarquia foi, no Brasil, a realizadora da Independência e o pólo centralizador que possibilitou a construção do Estado Nacional. Esse enorme feito deve ser tributado ao pensamento estratégico de homens da lavra de Silvestre Pinheiro Ferreira. (...)
O efeito dessa magna obra criativa foi o Império do Brasil, uma nação organizada nos moldes do que Simon Schwartzman [1982] e Antônio Paim [1978] convencionaram em chamar de patrimonialismo modernizador ou neopatrimonialismo, em que a variável da democracia representativa constituía elemento essencial do processo, apesar do evidente centripetismo do Estado.
A marcha modernizadora do Estado patrimonial brasileiro no período republicano, em decorrência do primado exercido pela filosofia positivista, abandonou as preocupações com a democracia representativa e acirrou o centripetismo do executivo hipertrofiado, no modelo de ditadura científica implantado por Júlio de Castilhos e seus seguidores, no Rio Grande do Sul (entre 1891 e 1930) [cf. Vélez, 2000]. Esse modelo seria aplicado a nível nacional por Getúlio Vargas, a partir de 1930. As atuais ambigüidades da política brasileira, ainda às voltas com a síndrome arcaizante do estatismo que teima em se manter, explicam-se em boa medida pelo abandono da tradição liberal que o Império soube preservar, graças à têmpera de teóricos da talha de Silvestre Pinheiro Ferreira e de estadistas como dom Pedro II ou o visconde de Uruguai."

O Sr. Luís Coimbra (PPM): - Sr. Presidente, Srs. Deputados: Ao ser aqui evocada a tentativa revolucionária do 31 de Janeiro, o Partido Popular Monárquico não pode deixar igualmente de referir o significado desta data.
Portugal vivia em 1891 ainda sob a indignação provocada pelo ultimato que ameaçava o nosso Império Ultramarino e - ironia do destino - no próprio dizer desse notável causídico republicano que foi João Chagas, tinha sido, aliás, este acontecimento «... a causa única do movimento revolucionário do Porto, que sem ele nem encontraria medo idóneo em que se consumasse, nem agentes que o provocassem».
Nesta data, saudamos, porém, simbolicamente, nas pessoas do alferes Malheiro, de Basílio Teles, de Sampaio Bruno, do Dr. Alves da Veiga, de Miguel Verdial a Santos Cardoso, a inteligência, a argúcia política, a própria irreverência dessa geração de republicanos impolutos.
Todos eles acreditavam, de acordo com as suas convicções, que a implantação da República seria a melhor maneira de redimir a Pátria da incapacidade e inépcia reveladas por muitos dos políticos de então, de a libertar da corrupção que se instalara na administração pública, da confusão generalizada, estupidamente tantas vezes assacada aos «excessos» de liberdades que a monarquia constitucional proporcionara.
Triste ilusão!
Os homens do 31 de Janeiro não podiam prever que passados dezassete anos da sua tentativa revolucionária e em nome dos seus «ideais, um chefe do Estado e um grande português - el-rei D. Carlos I -, fosse (barbaramente assassinado por dois energúmenos, faz amanhã, dia 1 de Fevereiro, setenta e três anos acontecimento esse, que como os Srs. Deputados sabem, na altura enlutou a Nação inteira.
Os homens do 31 de Janeiro não podiam, de facto, prever que em tão curto espaço de tempo de vigência do regime pelo qual se tinham batido, e sob de, Portugal! viesse a sofrer o mais longo período de ditadura que a nossa história de oito séculos de liberdade regista.
Desinteressadamente esses homens valorosos do 31 de Janeiro, prelúdio do 5 de Outubro de 1910, arriscaram a vida apenas movidos pelos seus ideais, tal como muitos daqueles que em 16 de Março de 1974 avançaram das Caídas da Rainha para Lisboa em busca de um 25 de Abril traído pela revolução do quase-nada e das reformas de coisa nenhuma.
E estes, e aquedes que hoje evocamos, não podiam igualmente prever as arbitrariedades, a corrupção, as mentiras, a falta de patriotismo quando não a traição que tem caracterizado em muitos aspectos os últimos anos do regime implantado em 1910.
Mas a História acontece e só acessória ou posteriormente se faz dela juízo,
Por isso, a todos os adversários ou até mesmo aos nosso aliados que estão convictos dos seus ideais e da grandeza das suas intenções, como era o caso dos revolucionários do 31 de Janeiro, nós, populares monárquicos, manifestar-lhes-emos sempre a nossa consideração, já que é também pelo seu exemplo que cimentamos a certeza da razão do nosso combate, por um Portugal mais livre, mais justo, unais prospero e mais universalmente português. E daí, Sr. Presidente e Srs. Deputados, a nossa homenagem sincera aos homens do 31 de Janeiro de 1981, efeméride aqui hoje evocada.

"Em todas as democracias há certas funções do Estado que, por vezes, são representadas por órgãos não eleitos; é o caso das monarquias - o rei de Espanha foi eleito. Será que a hereditariedade é um princípio de legitimidade democrática? Eu penso que não, mas por esse facto vai dizer-se que em Espanha não há democracia? Não me parece que isso seja um raciocínio inteiramente claro.
Seja como for, sou republicano e não sou republicanista. Se fosse espanhol, embora republicano, não teria a menor dúvida em cooperar com o rei de Espanha em qualquer acto da vida política, pois não se me afigura que isso pudesse implicar qualquer dificuldade. Mas não sou espanhol, nem sequer falo espanhol, e portanto terei essa dificuldade em conversar com o rei de Espanha. Contudo, não se pode chegar ao absurdo de se dizer que todos os Órgãos de Soberania que não são eleitos não são democráticos, pois então tem de se tirar a conclusão de que todas as monarquias europeias não são democráticas. Esse raciocínio é um pouco absurdo."

One should watch the last cartoon-like narrative on the ‘yellow man”. First you may find it funny, than you’ll find it fond and, finally, you’ll think you know all about it.

Speaking to the Press, Donald Rumsfeld got himself quoted, on behalf of his monthly five seconds of zapping TV relevance, as saying: China wants to join the world, wants to take part in the international market, is trying to open-up. So, there is no ‘yellow danger”, there is only a ‘yellow bid”. More than his words, his gesturing were soothing (Rumsfeld has been, lately, deviating his eyes from the Camera - which he never liked very much to engage - slightly shrugging the shoulders has if he had been caught in the limelight and suddenly cutting the incoming air as a Kung-fu fighter would never do. That normally leaves a crisped mouth behind the words and inflates roaming eyes as if he wasn’t sure of the audience’s reaction). But, this time he raised both arms in a square right angle and showed both palms of his big hands as if saying “ Calm down! China is not the enemy.” Then, he breathed out. Some journalists, too, since we’re having enough of unsolved conflicts.

The report, pursuing the National Defense Authorization Act of 2000 – five years ago, just after Macao had “returned to the Motherland” -- basically states that China is moving from a regional actor’s seat to one with global aspirations. But China’s aspirations come -- according to the document – from a specific region: the emerging East Asia, not from the “Middle Kingdom”. One tends to forget how Indonesia, before 1997, would have been one of the largest economies in 2020, and how it came stumbling down, in the meantime, to be a terrorist’s nest and a tsunami waterfront not even equipped with an alarm network against calamities.

Asia, East-Asia…West Asia should be Pakistan and Afghanistan. But Asia is such an encompassing entity that even Europe, sooner or later, will be called “Northwestern Asia” ( how shall we call America..? Eastern Pacific rim-land or “Western” North?). Big settings have blurred linings.

But let’s go down to numbers: the PLA is accelerating the modernization of its forces since 95; has its most sophisticated weapons systems facing Taiwan, where 650-730 short-range ballistic missiles are deployed and widening at the pace of a hundred a year; the bulk (2/3) of the Chinese navy force is located in the south and east China Sea; China is streamlining its force of men in arms to 3,2 million but could always count on more than 10 million militiamen.

China is preparing for local wars, with high intensity, may be in the Chinese periphery, under conditions of informalization. Despite the wordiness, the document says that China prepares to a time when the straits turn to red and, Taiwan -- “notwithstanding the fact of having a democratically elected government” and going on without the recognition of Beijing -- pulls the string.

The future is amber. There is one and only positive scenario, the one of a more assertive foreign and security policy but profiled against the backdrop of four spots: Economic, Stagnation, Downturn or Internal Unrest and Territorial Disputes. Of course, it is the first, the one standing out against such a dull backdrop.

At a certain point, the document does an enquiry, stealing a spice of Chinese erudition, in which the square concepts of Chinese strategy, as the one of shi, come outlined. The text delineates the topic: some say shi is “an alignment of forces, others, a ‘propensity of things”. But they had one in the West, called Heisenberg, who basically told once that seeing the structure of matter, whether in waves or in corpuscles, that’s the problem of who is seeing it. Once, a Historian of Chinese stock, Anne Cheng, told that Chinese Logic never strived for formal rules. It is a logical Logic: whatever I say of the world doesn’t save me of spinning round with it.

Master Su told many centuries ago that one does not need to be warlike, to speak wisely about war. I say: I do not need to be strategist, to act strategically (what else would you expect since, nowadays, ‘strategy” is being used for everything, especially in world of dead dreams?). In the following, the Document speaks about Deng and his ’24 character strategy”. It comes as an enigma. The document refines itself on the subject as stating that the expression ‘make some contributions’ was added to the ’24 characters”, afterwards. Finally, all is unveiled as an archaeological inscription and it is forgotten that ‘the contributions are being made by an entire and vibrant society which is ten times industrious for each time that the West stays narrative.

In the end, the narrator, in the Document leads pragmatically the reader, to the point where China got frightened with what happened to Iraq and, as a consequence, began to actively prepare for a contingency of fighting high intensive, informatically supplied, close wars. In a few words: China is full of ambitions but…now, coming down to earth, it still has a foothold on its very neck, Taiwan. So, do not worry, if you are not Taiwanese. Be calm.

At a certain point, it comes a quotation of Mao “ You fight your way. I fight my way’. As you know, nowadays you may find any quotation from a famous source, for every occasion. What does that mean? Whatever the fighting style, one fights and that is the problem. China still has many fights to fight that a ‘narrative West” doesn’t even dream about.

In the meantime, we have a strategic move. The Yuan has been slightly released. That is no sign of collapse. May be China will be also resorting to cheaper loans in American Banks, to buy and import more American products to their Yangshas/stores. American credit will get cheaper, abroad. The money supply will diminish. We may end up getting a stronger US dollar. A strong currency remains a national asset. If one looks very much for our money it may well be the case that a portrait of our Economy is being used, around the world, for a rainy day. It says that our economy is reliable. And do not kick out of the door, Chinese bidders. Their Army may have small arms and short legs. But hard work makes any man look smaller, just any man.
